    Job Description

    Cognosante is seeking a Solution, Integration, and Development Lead with experience in diverse IT projects both large and small. The Solution, Integration, and Development Lead is responsible for overall technical solution delivery of assigned projects and business development efforts. Will craft the vision for the implementation of the technology work stream which includes all facets from architecture planning, developing notational approach, infrastructure, integration platforms and processes, and data management and migration /deployment. This role has a breadth of knowledge across the technical landscape and are familiar with all assets from infrastructure through software and understand how they solve business problems. He/She will be responsible for the architectural approach and vision for all technical components of the solution and leadership of the technical teams. Will be responsible for the quality and delivery of all technical deliverables and leading overall projects or critical work streams. Will act as the primary technical resource supporting successful integration of solutions into environments. Responsibilities include technical needs analysis, project management, technical support, customer support, interface programming and testing. Program execution follows DEVSECOPS best practices and employs robust development, test and production environments. Test Driven Development (TDD) and test automation tools are utilized alongside a full suite of team collaboration tools. The program is focused on injecting new technology and adding advanced capabilities in support of an on-going operational system.

    Key Responsibilities

    • Develop functional requirements through client interactions and create functional and non-functional requirements specifications, including scalability, security and reliability requirements, mapped to processing and storage HW and SW for each solution

    • Develop and maintain software architecture technical specifications, and guide software development in conformance with architecture specifications

    • Lead the multi-functional software development team to code, integrate, test, migrate and deliver all components of the technical platform and applications

    • Work with third party software vendors and develop technical expertise in essential 3rd party software systems and guide software development teams' collaboration with software development support from these vendors

    • Assist leadership and consulting teams understand and deploy the software solutions with clients, through technical briefings and on-site client meetings

    • Responsible for the functional specification, programming, testing, and troubleshooting of proprietary interface engine

    • Interacts with customers to determine interface requirements and implements solutions according to the defined project guidelines

    • Communicates with product management regarding product integration architecture, design, and enhancements

    • Assess data security requirements and build necessary security features into solution architecture

    • Designs, deploys, and supports product interfaces

    • Perform technical needs analysis

    • Provides third tier technical support

    • Provides implementation support

    • Raises any issues or impediments to development progress and escalates them to the Program Manager and/or Technical Lead, along with recommendations for resolution

    • Works with the team to provide Business Process workflows to ensure current and future processes are documented

    • Conducts outreach and coordination with stakeholders, and acts as liaison between stakeholders, Government and Contractor Management, and the team

    • Monitors status of team and helps where necessary

    • Work with team to groom the backlog

    Required Qualifications

    • 10 years of IT experience

    • 8 years of experience in the software development and high-volume enterprise systems.

    • 3 years of experience in building cloud-native applications in cloud (AWS and/or Azure preferred) in a federal environment

    • Masters Degree in Computer Science, Electronics Engineering or other engineering or technical discipline (or Bachelors Degree w/10 years of additional relevant experience may be substituted for education)

    • Proven and demonstrated experience architecting, leading development and delivering to market, one or more enterprise or consumer centric software solutions

    • Experience as a Technical Lead on large-scale integration projects involving multiple interfaces, agencies/departments, stakeholders

    • Working knowledge of infrastructure upgrades and migrations, especially as they relate to migrating applications/systems

    • Strong understanding of middleware architecture

    • Ability to interpret and document technical designs, physical architectures and logical system architectures

    • Must have Java in depth knowledge - as well as an ability in mastering other tools of the trade, including a variety of modern programming languages as well as experienced in open-source web and data technologies (Spring, NoSQL, Microservices, Cloud services (AWS and/or Azure preferred))

    • Experience with open-source technology technologies in a high-volume distributed environment

    • Experience working in a DevOps-oriented culture that prioritizes continuous integration and continuous deployment

    • Experience using agile project management tools (e.g. Jira, VersionOne, Rallye, IBM Rational Team Concert (RTC))

    • Excellent written, verbal, and interpersonal communication, and time management skills

    • Ability to thrive in a fast-paced environment, across diverse systems and groups

    Preferred Qualifications

    • SAFe Agile Product and Solution Management (APSM) or SAFe Product Owner (PO)/Product Manager (PM) or SAFe Architect (ARCH) or SAFe Agilest

    • HealthShare Health Connect HL7 Interface Specialist Certification

    • InterSystems IRIS Core Solutions Developer Specialist Certification

    • Familiarity with client specific solution components, such as Defense Medical Logistics Standard Solution (DMLSS), Military Health Services (MHS) GENESIS, LogiCole, Cerner Millennium and/or InterSystems (HealthConnect/IRIS/HealthShare)

    • Automated Engineering Management System/Medical Equipment Reporting System (AEMS/MERS), Equipment/Turn-In Request (EQUIP), Maximo Enterprise Asset and Work Management System (EAWM), Point of Use Family of Systems (PoU FoS), Real Time Location Systems (RTLS), and Strategic Equipment Planning Guide (SEPG)/Enterprise Equipment Request (EER) experience a plus

    • Experience working in the Federal Government, Veteran's Administration (VA) experience a plus

    • Extensive leadership experience in implementing systems migration and integration to disparate platforms including data migration

    • Conceptual knowledge or management experience with as a Service areas, such as IaaS, PaaS, and/or SaaS
