    Position Overview:

    The job profile for this position is Application Development Senior Manager, which is a Band 4 Management role.

    The Claims & Enrollment Applications organization is looking for an experienced innovative and motivated leader with strong technology acumen, a strategic mindset, and demonstrated empathic collaboration.

    The Application Development Senior Manager will oversee a team dedicated to the end-to-end implementation of solutions for the core administration of Medicare Advantage and CareAllies health plans.

    To ensure future success and cultivate a sustainable and agile team, this leader will play a critical role in identifying and developing team practices, skills, and partnerships needed to achieve business and technology objectives.

    Key Responsibilities:

    • Lead developers, analysts, and testers in the delivery of software solutions for supported core administration platforms, including QNXT and Capitation Adjudication (f.k.a. EZ-CAP).

    • Build partnerships with Medicare and CareAllies programs and operations, and collaborate to prioritize, design, and implement new and modified capabilities, processes, and insights supporting business objectives.

    • Coordinate, delegate, and prioritize team responsibilities with clear alignment to business milestones, system processes, technology currency, compliance and audit needs, service-level agreements, and other relevant metrics, controls, and constraints.

    • Build and retain talent through strategic hiring, contracting, onboarding, and career development, including professional and technical mentorship.

    • Define and drive relentless improvement to processes, data, and documentation, including onboarding materials.

    • Lead and innovate through change, both internal and external, with attention to emerging technology and technical debt, as well as evolving business strategy and regulatory requirements.

    • Collaborate with other teams and leaders within Claims & Enrollment Applications and the broader U.S. Government Technology organization to establish common strategy, goals, metrics, and practices.

    Required Experience / Qualifications:

    • Bachelor's degree in Computer Science, Systems Engineering, or other related discipline and/or equivalent work experience.

    • Experience working within Healthcare, Medicare and government regulation

    • Prior experience in a technology management role.

    • Experience working in a distributed software environment, with both packaged vendor solutions and in-house code.

    • Business acumen and experience within a highly-regulated managed care line of business.

    • Demonstrable problem solving, collaboration, and communications skills within a large matrix team setting.

    Desired Experience / Qualifications:

    • Experience with TriZetto products, e.g. QNXT, QCS, and Facets.

    • Leadership experience within a production support or software engineering team.

    • Working knowledge of DevOps principles and tools, such as Git, Jira, and Octopus Deploy.

    • Working knowledge of software quality methodologies and software design patterns, including cloud-based systems, and experience driving software quality with attention to non-functional requirements.

    • Working knowledge of agile principles, and experience leading in a Scaled Agile paradigm.

    • Excellent written and oral communication and presentation skills across a variety of technical and non-technical audiences.

    • Experience maintaining CMS Universes, Sarbanes-Oxley, and other relevant controls, including supporting system audits and action plans.
