  • Overview

    Program Analyst-SME (PEOC3T):

    Bowhead is looking for a Program Analyst -SME to support our PEOC3T contract in Aberdeen, MD. The Program Analyst will be responsible for managing and conducting comprehensive activities necessary to support the Project Manager (PM) acquisition programs. The Program Analyst/SME maintains a current knowledge of all applicable policies and the essential programmatic activities of PM in order to provide assistance to the PM and PM Staff to enable the organization to more effectively carry out its responsibilities. The Acquisition Analyst performs research and analyses of various functions, programs, systems, and work processes.

    Responsibilities include cost, schedule, and performance related to the PM and associated systems of systems in support of the PM. Coordinates between multiple organizations at the various leadership levels Joint/Department of Defense (DoD), US Army/US Air Force/US Marine Corps/US Navy, Joint Project and Product Managers, Joint Program Executive Office and Joint Requirements Office.

    Major Duties

    • Represents the PEO C3T as Subject Matter Expert on acquisition reporting requirements, policy and procedures. Develops internal reporting policy documents and issues implementation guidance to C3T organizations. Manages recurring reports and assists PMs and staffs via training and helpdesk level assistance. Coordinates timing and accuracy of reporting with PEO and HQDA staff. Conducts reviews and implements corrective actions to ensure high quality. Has expertise in managing Acquisition Category I reporting to HQDA, OSD and Congress.

    • SME on acquisition reporting databases. Possesses working understanding of reporting databases including Project Management Resource Tools (PMRT), Defense Acquisition Visibility Environment (DAVE) and associated applications. Participates in HQDA and OSD level beta test events as PEO representative. Interprets database reporting policy and procedures for C3T users. Participates in HQDA database steering groups and user forums. Provides first-level help-desk support to C3T users.

    • Represent PEO staff in program management milestone readiness reviews and on Integrated Product Teams (IPTs), and advise PM staff on milestone documentation, timing and requirements.

    • Develop senior-level briefings and decision papers for PEO and Army Senior Leaders

    • Assist PMs with developing and preparing documentation in support of the acquisition program budget process to include spend planning, execution reviews, program budget justification requests, and Army Program Budget Briefs to Congress.

    • Analyze, evaluate and advise the PM on operational impacts. Employs strong skill sets in Acquisition Program Baselines (APB), life cycle management planning, test strategies, overarching program schedules, and acquisition reports.

    • Interface with OSD, HQDA and developers associated with acquisition reporting systems and reporting policies. Maintains a "user-level" awareness of the C3T program portfolio to assist PMs in mitigating risk throughout the acquisition lifecycle and ensuring compliance with acquisition policy and procedures.

    • Establishes and maintains a working relationship with the acquisition community to stay abreast of essential programmatic activities and policies. Provides assistance to the PM and PM Staff. Collects, analyzes and maintains acquisition related data required to support assigned programs.

    Qualifications

    • Three (3) years experience managing DoD acquisition program reporting

    • DAWIA ACAT I Certification or equivalent

    • PMRT Program Analyst Certification preferred

    • Strong spreadsheet and presentation skills

    • Strong analytical and organizational skills

    • Ability to work independently and with a team

    • Ability to adapt to changing technology/environment

    • Effective communication skills

    • Experience with ACAT I programs and associated reporting

    • Proficient in Project Management Resource Tools (PMRT) and associated applications

    • Working knowledge of other data visualization tools such as OSD DAVE and ADVANA.

    Physical Demands

    • Must be able to lift up to 20 pounds

    • Must be able to stand and walk for prolonged amounts of time

    • Must be able to twist, bend and squat periodically

    SECURITY CLEARANCE REQUIRED: Must have an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
