    General Summary

    Execute a Corporate worksite Health and Safety program at assigned facility and develop and administer site-specific Health and Safety programs, consistent with established Company policies and in accordance with applicable regulations and standards. Train workforce on safety procedures and requirements. Ensure all elements of contract safety requirements are being followed and adopted. Reports to Site Level Program Manager.

    J&J has multiple jobs in the Hampton Roads area and has a job that is scheduled through 2027. J&J intends to pursue more work in the area and candidates would be required to relocate to the Hampton Roads area, or within daily commuting distance.

    Essential Duties and Responsibilities

    • Comply with all occupational and safety guidelines of EM-385-1-1, 29 CFR 1910, and 29 CFR 1926.

    • Collect and maintain the certified EMR ratings for all subcontractors on the project and make them available to the Government at the Government's request.

    • Collect and maintain self-certified OSHA DART rates for all subcontractors on the project and make them available to the Government at the Government's request.

    • Prepare Accident Prevention Plan (APP) and update as required.

    • Create and review Activity Hazard Analysis (AHA) and work plans based on the project schedule and definable features of work.

    • Ensure all safety submittals required are created, submitted, and approved by the Government well in advance of scheduled preparatory meetings.

    • Create and provide project safety orientation.

    • Conduct and document regular site safety inspections as required by EM-385-1-1, recording violations, along with mitigating hazards

    • Fully knowledgeable of all safety, environmental, and energy requirements associated with the work employees perform.

    • Become familiar with and obey all applicable activity regulations, directives and instructions, including fire, traffic, safety and security regulations.

    • Attend meetings, as required by the contract.

    • Audit the workplace for hazards, develop solutions to eliminate those hazards, communicate the solution to other employees and evaluate progress as the solution is implemented.

    • Schedule, coordinate, and deliver safety training to workforce; maintain training documentation and attendance records.

    • Track project safety deficiencies and corrective action.

    • Lead and document near miss and incident investigations performing root cause analysis.

    • Prepare incident and accident reports for review by Management and as required by OSHA and EM-385-1-1 and other regulatory agencies.

    • Facilitate and execute on Company Safety Program and Culture.

    • Coordinate workers compensation cases with corporate and insurance carrier personnel.

    • Perform other duties as assigned.

    Knowledge, Experience and Skill Requirements

    • Must meet the requirements of EM 385-1-1 Section 1.

    • Training, experience, and qualifications shall be as required by EM 385-1-1 paragraph 01.A.17 and all associated sub-paragraphs.

    • Five years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity -OR- Three years' experience if he/she possesses a Certified Safety Professional (CSP) or safety and health degree.

    • Maintain competency through 24 hours of formal safety and health related coursework every four years.

    • Experience includes direct engagement of at least one (1) full TJC (The Joint Commission) or equivalent surveys in a major hospital facility.

    • Speak, read, and comprehend English to the extent that they can read and understand printed regulations, detailed written orders, operating procedures, training instructions and materials.

    • Proof of U.S. citizenship.

    • Management personnel shall have a SECRET clearance.

    • Associate's Degree in Safety Management or a related field; Bachelor's degree preferred.

    • Excellent communication skills; ability to convey information effectively in writing and in presentations or speeches to other employees.

    • Familiarity with environmental, Health and Safety regulations and standards.

    • Completion of OSHA 30-hour Construction course within the last 3 years.

    • Proficiency in Microsoft Office suite of software.

    • Knowledgeable in Procore preferred.

    Physical, Environmental and Sensory Requirements

    • Works in office areas as well as throughout the facility.

    • Physical demands include intermittent sitting, standing, and walking, and occasional bending reaching and lifting.

    • Limited exposure to elements such as heat, cold, noise, dust, dirt, etc. but generally not to the point of being disagreeable.

    • Minimal exposure to chemicals such as cleaning solutions; minimal exposure to blood and other bodily fluids.
