Old Harbor Solutions LLC , a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking an experienced Subject Matter Expert to support our government client.

Responsibilities:

• Provide support in the preparation for discussions/communications with potential Offerors

• Provide support in the preparation of source selection reports and draft briefings.

• Assist in preparation of cost/price analysis of Offerors proposals with Government concurrence.

• Assist in drafting pre-negotiation objectives and price negotiation memoranda.

• Provide administrative and logistical assistance in the debriefing of Offerors.

• Monitor Contractor compliance with contractual requirements.

• Assist in performing analyses of Contractors' compliance with Cost Accounting Standards and FAR Part 31.

• Assist in the review and evaluation of the Contractor's requests for payments

• Analyze limitation on payment statements and assist CO in the recovery of Contractor overpayments.

• Monitor Contractor compliance with small business requirements.

• Assist with the administration of Government Property, including but not limited to the following: reviewing and providing recommendations regarding the adequacy of Contractor's property systems; preparing/conducting annual assessments; reviewing reports; reviewing excess property requests; preparing/recommending technical advice on all personal property related issues, processing requests for deviations from the federal property management regulations; preparing personal property transfer approval/disapproval recommendations (domestic and foreign); processing of loans in accordance with applicable regulations (domestic and foreign); and performing follow-ups as necessary.

Requirements:

• US Citizen

• Ability to pass a pre-employment background check

• Ability to pass Agency Clearance

• Possesses a broad range of expertise in acquisition activities, including analysis, planning, development, implementation and evaluation support.

• Experience in providing guidance on government contracting process to include: solicitation strategy, development of the solicitation material, the solicitation review process, and the contract award process.

• Experienced in providing support for requirements collection and analysis, alternatives analysis, research on available contracting approaches, including the development of benchmarks for IT products, practices, or services.

• Requires 10 years of related experience

• A bachelor's degree or equivalent experience.
