Supporting the Most Exciting and Meaningful Missions in the World Procurement Proposal Strategy Analyst This position is 100% Remote-Telework. Requires US Citizenship. Purpose and Scope: The Procurement Proposal Strategy Analyst will assist with the development of procurement strategy, specific supplier strategies, and bid details for new business opportunities. Coordinates between the Procurement, Supply Chain organization, and Capture teams to monitor the development of supplier pricing and strategies in support of proposal efforts. Essential Responsibilities: 1) Partners with BD/Capture Teams to achieve early involvement for defining and creating Bill of Materials (BOMs), Statements of Work (SOWs), to identify and evaluate potential partners and/or teammates, and identification and selection process. 2) Provides Procurement proposal support including supporting development of Non-Disclosure Agreements (NDAs), and Teaming Agreements (TAs) in coordination with Contracts and BD. 3) Coordinates the vetting of potential partners following standard practices and ensures suppliers meet the minimum requirements of being an approved supplier. 4) Coordinates effort to obtain supplier quotes. Provides counsel, guidance, prioritization and coordination to Procurement team as needed to obtain supplier pricing, past performance, and technical information. 5) Recommends and assists in providing Subject Matter Experts (SMEs) as necessary to generate Scope of Work (SOW) documents for proposal elements. 6) Coordinates with the Procurement function owners to assist in the proposal development and Concepts of Operations; small business, transportation, supplier management, planning, etc. 7) Ensures compliance with applicable laws/regulations, and internal Governance & Execution Model procedures. 8) Assists in the development of databases and/or tools that access historical pricing and SOWs to expedite the procurement process. 9) Leverages best practices and provide guidance on prioritizing of efforts to shape competitive bid and overall procurement strategy. 10) Monitor external environment and internal trends, practices and utilization to remain current with procurement and logistics procedures and systems. 11) Participates in color reviews with capture status meetings as required. 12) Must have the ability to listen, diagnose and work in a team environment to create solutions. Effective teambuilding and negotiation skills with an ability to influence stakeholders with competing interests while maintaining compliance. 13) Demonstrated skill in directing resources and priorities to meet changing demand and short turn requirements. Perform all other position related duties as assigned or requested. Minimum Position Knowledge, Skills, and Abilities Required: Bachelor's degree in Business Administration and 8 years of job-related experience or equivalent experience. Excellent oral, written, analytical and communication skills; working knowledge with word-processing, database, spreadsheet programs and integrated software applications are required. Ability to look for alternative solutions, identify true business needs and apply business acumen. Extensive knowledge of the Federal Acquisition Regulations preferred Position may require the ability to pass and maintain a Security Clearance. Work Environment, Physical Demands, and Mental Demands Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must posses planning/organizing skills, and must be able to work under deadlines.
